Norwich Authorities Fail to Dispatch Police to Emergency Housecall Following Family Tragedy

Norfolk Police has reported itself to the independent watchdog after failing to respond to a 999 call from a residence where a family was later found deceased. The call was made at 06:00 GMT on Friday from a man at a house in Costessey, near Norwich. However, police resources were not dispatched. Officers eventually entered the property at 07:15 and discovered the bodies of a man, woman, and two young girls. This is the second incident where the police force has referred itself to the Independent Office of Police Conduct (IOPC) due to deaths. It has been disclosed that the police had been called to the same residence on 14 December for a missing persons inquiry, which will now be re-examined. The police have confirmed that all four victims were found with injuries, and further examinations will be conducted to determine the cause of their deaths. The man found dead has been identified locally as Bartlomiej Kuczynski. Local roads on the Queen's Hills estate remain closed while the investigation continues. Detective Chief Inspector Chris Burgess stated that the man and two children lived at the house, while the woman was a visitor. The next of kin have been notified and are receiving support. The police are currently focused on the residence and are reviewing local CCTV footage. They believe this is an isolated incident but urged anyone who may have witnessed or heard anything in the area on Friday morning to contact them. The Diocese of Norwich expressed its condolences and announced that churches in Old Costessey and Easton would be open for those affected. A local lay minister also stated that a church would be open for prayer and candles to be lit. A resident living opposite the house described the situation as tragic and unexpected, noting that such incidents rarely occur in the area.
