European Union (EU) foreign ministers are gathering in Kyiv for their first-ever assembly held outside the bloc. Although Ukraine is not an EU member, it aspires to join. The meeting takes place after the exclusion of further military funding for Ukraine from a last-minute US budget deal. EU policy chief Josep Borrell has described the conflict in Ukraine as an "existential crisis" and emphasized the need for continued support from both the EU and the US. French Foreign Minister Catherine Colonna echoed this sentiment, stating that the meeting demonstrates unwavering support for Ukraine and sends a message to Russia not to expect weariness from Europe. While the temporary US budget deal did not include $6 billion in military aid for Kyiv, President Joe Biden has assured Ukraine of ongoing support. The Kremlin believes that conflict fatigue will grow in Europe and the US, but Washington will remain directly involved. Ukrainian Foreign Minister Dmytro Kuleba dismissed the exclusion of military aid as an "incident" rather than waning support. Despite opposition from hardline Republicans, Ukraine has made progress in pushing back against Russia, and Russia continues to engage in drone attacks on Ukraine's ports. Furthermore, the EU foreign ministry meeting comes after Slovakia's parliamentary elections were won by a pro-Russian candidate, Robert Fico, who has pledged to cease military support for Ukraine. However, it is too early to determine the impact of this election result on Ukraine, according to Mr. Kuleba.
